Job Purpose

Following Contract award and FID, the Project Control Lead & Contract Engineer supports the SURF Package Manager in the delivery of the EPCC contract from award to operations, with primary accountability for contract administration, cost control, schedule control, change management, and risk management.

The role ensures rigorous compliance with contractual terms, proactive identification and management of variations and claims, and accurate cost and schedule reporting, with the objective of delivering the SURF Project within the approved budget and schedule, contributing to a safe execution with no major H3SE incidents, and supporting start-up and operations no later than Q4 2028.

  • Context and Environment: Collocated at EPCC contractor’s engineering location up to the end of engineering, and then located at the Nigerian CTR office during the offshore installation phase.

Activities

  1. Contract Administration & Governance

    Coordinate and supervise the administration of the EPCC contract(s) for the IMA SURF package in full compliance with TotalEnergies procedures, including contract implementation, correspondence management, variation control, claims assessment, and contract close-out.

  2. Project Controls, Documentation & Reporting

    Ensure proper implementation of project control standards, including cost, schedule, and change control reporting. Coordinate with the DCC function to ensure accurate documentation management and preparation of execution, monthly, and management reports with appropriate quality and consistency.

  3. Planning & Scheduling Control

    Develop, maintain, and control the package execution schedule, monitor progress against the baseline, identify critical paths and deviations, and support the Package Manager with mitigation measures and recovery actions where required.

  4. Cost Control & Budget Management

    In close coordination with Finance/Cost Control, supervise cost monitoring, commitment tracking, forecasting, and budget performance for the SURF package. Ensure early identification and proper justification of cost deviations and change impacts.

  5. Change & Variation Management

    Consolidate, assess, and document all technical, schedule, and commercial changes, ensuring compliance with TotalEnergies change management processes. Advise the Package Manager on the cost and schedule implications of changes and support negotiations where required.

  6. Contractual & Commercial Support

    Provide contractual and commercial advice to the Package Manager, including assessment of Contractor positions, review of estimates, and support for SMRs, variations, and claims resolution, ensuring robust justification and documentation.

  7. Performance Monitoring & Control

    Monitor and control project performance including:

    • Cost: Able to provide Estimated Final Cost (EFC) at any time.
    • Planning: Maintain an updated P50 schedule at any time with a solid understanding of P10 and P90 scheduling scenarios.
    • Deviations: Identify any deviations in cost and schedule and propose/implement corrective actions.
  8. Nigerian Content Compliance

    Monitor and ensure compliance with Nigerian Content requirements applicable to the SURF package, including reporting obligations, coordination with relevant stakeholders, and consolidation of Nigerian Content performance data.

  9. Team Leadership & Coordination

    Manage and coordinate the Project Control and PMC resources dedicated to the SURF package, ensuring alignment of activities, workload prioritization, and consistent application of project control and contract management standards.

  10. Partner & Stakeholder Relations

    Monitor and maintain good relationships with Partners (AMNI) and Authorities, and ensure efficient coordination between EPC contractors.

  11. Community Relations

    Monitor and maintain good relationships with local communities.

Context and Environment

IMA SURF is located in OML112/117, 8km from the Bonny Island shore and is tied back to the BNAG plant (an NEPL/WAGL facility operated by Renaissance). Operations control of the IMA platform is provided from the Amenam platform operated by TotalEnergies via a LOS telecom connection.

The offshore water depth is around 8m, with AMNI facilities in close vicinity.

Key Accountabilities

  • Budget Control Support: Monitor and control commitments, forecasts, and trends, and escalate issues to the Package Manager.
  • Schedule Control Support: Monitor and control the SURF package schedule, critical path, and trend analysis; flag deviations with potential impacts on other packages or first gas.
  • Project Control Team Leadership: Coordinate effective workload management and the application of controls for the team and dedicated resources.
  • Invoice & Progress Validation: Review and validate all reports, progress statements, and contractual documentation supporting invoices, ensuring alignment with actual progress, contract terms, and approved changes prior to Package Manager endorsement.
  • Contract Administration & Change Control: Effectively handle claims, risks, and formal project correspondence.

HSE Objectives

  • Familiarize self with TEPNG emergency procedures, carry out assigned responsibilities safely, and report any incident, unsafe act, or operation.
  • Nurture and maintain a high level of safety culture within the organization, contractors, and subcontractors.
  • Ensure all personnel under direct supervision are well trained and aware of their HSE responsibilities through continuous monitoring.
  • Support and enforce the HSE Project objectives and directives. Make safety suggestions, and report any anomalies, unsafe acts, or conditions observed.
  • Promote and enforce HSE awareness of PMC and site personnel at all levels through proactive approaches (site tour management, HSE meetings, etc.) within the team.

Qualifications & Experience

  • Professional Experience: Minimum of 15 years.
  • Project Controls & Contract Administration: Minimum of 10 years of experience within project execution.
